Bashir Muhammad

Bashir Muhammad is the Director General of the Kaduna State Bureau of Public Service Reforms. He served in this capacity in this administration’s first tenure from 2016-2019. He was part of the Kaduna State Steering Committee on Public Service Reforms that designed and implemented the Kaduna State Revitalization and Renewal Project and the Local Government Reform Project that now has the capacity to implement its mandates and responsibilities for improved service delivery.

Experience: A pioneer Director of Monitoring and Evaluation that served in the team that established the new Monitoring and Evaluation System (Eyes & Ears) in the Kaduna State Planning and Budget Commission.  He was the Technical Coordination Manager in the UK-AID, DFID’s State Partnership for Accountability, Responsiveness and Capability (DFID-SPARC) from 2013-2016. He served in the Kaduna State Public Service as Planning Officer and rose to principal position before he was appointed to oversee the Department of Public Service Reforms from 2010-2013.

Education: Bashir Muhammad has a Master of Arts Degree in Economic Policy Management from the University of Ghana, Legon in 2008. He is currently undergoing his PhD in Policy and Development studies at the Ahmadu Bello University Zaria. He also obtained a Diploma in Project Management from the Galilee International Management Institute in Nazareth, Israel in 2017.

Bashir Muhammad has a Certificate in Gender Sensitive Governance and attended and participated in many State governance and transformation processes. He also served in the Nigeria Vision 2020 at both the drafting and implementation strategy Committees in the year 2008-2009. He holds a Bachelor of Science Degree in Management from the Usmanu Danfodio University, Sokoto, in 1997 and bags the Kaduna State Civil Service Governor’s Certificate of Excellence Award in the year 2010.

Memberships and Honors: Member Nigeria Vision 2020 Drafting and implementation Plan Committee, member various State Executive Council Committees, member Development Plan Preparation Committees, member Public Service Revitalization and Renewal Project Steering Committee, member Kaduna State Institutional/Capacity Strengthening Committee of the Kaduna State Institutional Development Council.

Bashir Muhammad is currently the Secretary of the Kaduna State Institutional Development Council.
